Hanging pictures and artwork is something that quite a few people view as being rather more complicated than it actually is. The whole process is actually remarkably simple and there is nothing that complex about it in the first place. Despite this, hanging artwork is something that gets screwed up quite often. The reasoning behind this can vary a bit but typically is because the person hanging them really didn't want to do the job but was asked to by a friend or are generally just bad at hanging things. Regardless, operational errors in hanging photos or artwork can lead to the artwork in question needing to be re-positioned, sometimes on multiple occasions, which will mean removing the hanging implement from your wall and leaving several holes and other types of cosmetic damage from where the photos were previously hung on your wall.

It is also a possibility that a photo is hung in a certain location because the building where it was hung came with hooks pre-installed. They might not have wanted them hung there but the hooks were already in place and wanted to avoid damaging the walls by removing and reinstalling the mounting hook in a better location.

Unless you are actively choosing to hang your photograph or artwork above a fireplace, however, there should not be any reason to hang it so high up on a wall that it is necessary to look up in order to view it. Unless there aren't any viable hanging locations available in the entire area you plan to hang your artwork in, it should be hung at eye level in order to avoid neck strain when looking at your photograph or artwork.
